The ministry of Tourism and Hospitality is lobbying for the legalisation of shebeens in order to lure tourists to townships as part of fulfillment of the country’s economic blueprint, the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (ZimAsset).
