GOVERNMENT FINANCIAL ADJUSTMENT BILL HB19 of 2019 reveals that President Emmerson Mnangagwa’s government squandered over US$10 billion in unbudgeted and unauthourised public funds expenditure, borrowings which were made without consent from Parliament and now wants Parliament to authorise the abused funds by offloading the missing US$10.6 billion onto tax-payers.
