Harare City Council (HCC) has started shutting off water service to “nonpaying” residents by removing water meters in high density suburbs such as Highfield, Glen Norah, Glen View and Budiriro as part of an aggressive campaign to recover U $725 million in overdue bills, in the hope that if homes lose water access, then ratepayers would settle their outstanding debts to councils.
 
HCC spokesperson Michael Chideme, claims that the Harare City Council is not removing meters because of defaulting debtors but simply replacing stuck meters which need to be replaced with functional ones as residents have been getting water for free in those areas.
 
He said that the council wants to charge residents for what they consume and not make estimates on their bills as has been happening.
 
The disconnection exercise has been going on for two weeks so far , where council has been disconnecting water supply to all residents and defaulters who owe over US$20 000 in a bid to recover the US$725 million that is owed to Harare City council. More news to follow. By Sibusiso Ngwenya
