It is now also good that authorities do not need to prove who, in a vehicle has throw out litter through a vehicle window, as long as they can prove which vehicle is responsible.

This means its the drivers responsibility to ensure that his or her passengers do not throw out litter , which in some cases can be a danger to pedestrians, cyclists and other vehicles, potentially causing accidents, injury and even death. More news to follow.
